Csl. Oluka James is the other founder partner of I.A.S. He obtained his Bachelor of Laws degree from Uganda Christian University and holds a Diploma in Legal Practice from the Law Development Centre, Kampala.
He is also a Legal Advisor to several private Companies and Non-Government Organizations.
